While the publisher's assertion that TAKAIWA's book is "the first book in English to examine in great detail the polisher's techniques" is incorrect, it does offer a contrasting perspective.  Milhau's book offers a strictly traditional take on polishing while this new publication includes account of nontraditional techniques utilized by some in Japan, and biographies of prominent Japanese polishers.
